If by "plastic" you mean polyethylene (PE) it might stick for a while but eventually it will separate itself from the hull, especially if that area is under mechanical stress (push, pull, twist etc.)
Polyethylene has a very low surface tension and doesn't really bond to anything.
Try welding?

can you roll that thing? Hi Nam, I would think it's impossible because the W boat concept is about offering the best stability and control to the paddler so he/she can stay in the boat and not have to recover it, and rolling is essentially a recovery technique for unstable kayaks. Having said that ...
