I used West System 105 resin with 207 hardener when I put dynel cord on the tip of my paddle blade. I haven't had to replace it yet, but when I do I imagine I would first cut/grind/sand off the remains of the old dynel. Then I'd clean thoroughly and epoxy on the new cord. I put bicycle handlebar tape on one paddle, and wasn't impressed.
I used some of the silicone repair tape on one of my ice axes, and it did OK. Never tried it on a paddle.
Paddle wax seems to be the best. It doesn't change the diameter of the shaft, and it really makes a big difference in grip.

Toyota 4Runner has worked out very well for me. The split fold down back seat gives plenty of options for where to put people and gear. For a clean hole when drilling composites (or most anything for that matter), clamp a scrap piece of wood on the back side. That prevents tear out, and allows the bit to make a clean cut as it exits the hole. But looking at the photo of your boat, drilling through the flanges of your aluminum gunwal...

Loctite "Vinyl, Fabric, and Plastic Adhesive" works well. I last bought it at Lowes, and used it for some thigh strap anchors.

HDPE sheet. Comes in various thicknesses, is easy to cut/machine, is tough as nails, and is UV stable. King Starboard ST is a brand name that is good. I could be wrong but I don't think it is fiberglass fibers that shed from Twintex but little shards of polypropylene.... Twintex is an interwoven mixture of E-glass and polypropylene. What are the yellow tabs sticking out of the sides of your switch pod? Fuses? Hard to see in the photo.
The pumpkin is awesome. It looks like you used standard sign vinyl(?), how well is it sticking to the HDPE?

... my almost brand new dyneema rope ($90new) has some weird bulges now that to me indicate a compromise of integrity... Without a photo of the rope it's hard to say, but it sounds like the sheath just slipped. The rope is probably fine if that's all it is. Get it wet, and hang the trouble sections...
