Gently wipe the hull with Acetone to remove the oxidation. Wax with paste car wax. Unless you're trying to sell the boat and get more $$$ for it, just leave the oxidation. WARNING: You can totally dissolve the outer skin with Acetone, use very little and be careful or you'll end up with an ugly mess.

Ace Hardware usually has a good selection of wide pan head screws. Clarification on Curing: The outer layer of Royalex is vinyl, it doesn't need a cure time. It will wear off with rocks and scratches. The next layer is ABS. This stiffens with time.
