Guest, Scott, First - I would recommend against using seam tape for the repair. The selvage edge will keep it from conforming to the curves easily. Quick and Dirty repair.
for a quick and dirty repair, just use the epoxy putty to seal the tear.
Cheap, easy and quick - then you can sand it a bit and put skid plates over it when you get around to it.

The only way to get the caved in section out is with heat - but you need to be really careful. You can use a heat gun - but you need to be really patient and keep the heat gun moving. Mitchell Paddles
I've paddled with Mitchell Paddles for 20 years - back when they used a layer of veneer on each side (before they started glassing the blades).
They are great.
I would recommend roped edges - they will take more of a beating.
