kaz, you have molds that were made by others... More than a few? And correction of flaws in molds can be difficult or impossible.
Accepting and working with such minor flaws allows boats like the AC/DC to continue to be available.

Reeves "The Hawk" had a very successful career in a converted Godzilla.
That Pyranha had an excellent reputation as a kayak, but I think the Godzilla might make a better "base" as a c-1.

Why would they not weld? Is the plastic crosslink?
A fix as described by West G-flex might work, if backed by inside cloth, resin or mastic.
Then there's the duct tape welding method, though I don't know if it would work on a larger split or tear.

I might use a low angle chisel to bulldoze away the vinyl, and then put an S-glass or Kevlar patch on the denuded area. Maybe two layers would be enough. The repair should be larger by an inch all around so that a new D-ring has a firm foundation. Epoxy all the way.
