I can't be certain from just a single picture, but as one of several co-designers that colloborated with John Sweet on creating the original Torrent C-2 in the winter of 82-83, I'd have to say that it looks like one.

The original Torrent had prominent wings as shown, while the wings on the Torrent XL created the following winter were more of an extension sternward of the natural lines of the hull. If I'm correct, there weren't a whole lot of these made, as most teams who paddled the original Torrent switched to the Torrent XL the following season.
