Does anybody know where I can get a ferrule for a canoe/kayak paddle? I want to make a break down spare out of and old Werner.

Aquabound sells break-apart paddles, and I believethat they also sell their ferrules separately.
I am not sure however if they fit a Werner shaft.
Their break-apart paddles are a good deal, I bought a 3-piece break apart for Can$140.00. It fits easily into my Delirious.

Here is a magazine article on breakdown kayak paddles. Plenty of paddle companies make multiple styles of breakdown paddles for the butt-boating set.

Since Werner is one them, email them about what paddle you have and what you want to do. They might be able to help with what size ferrule to use, and where to locate it on the shaft.
