I wouldn't be too worried about others taking it off in an emergency situation. EMTs will just cut it off. And if, God forbid, I ever have to do CPR on somebody, I'd cut their jacket off too.
As far as your own ability to take it off in an emergency situation, well, that's one of the reasons I went with the Stohlquist Descent.
