Whats the deal with the little things on the sides of slalom boats?

What is the deal with the little triangle things sticking off the sides of slalom boats near the cockpit? Is it some sort of regulation thing or does it serve some sort of design purpose? Thanks,

The minimum width for a C-1 in slalom is 70cm (60 cm for a K-1). A narrower, say 60 cm wide, C-1 will be faster. The designers then make a 60 cm C-1 and add wings to meet the 70 cm width requirement. K-1's do the same thing to a slightly lesser extent. I usually paddle a race boat on rivers and get asked what function the wings perform. People generally think that if you lean radically that they somehow help the boat turn.
