lap belt positioning

can anybody help me out with a rough guideline for positioning the attatchment points for my lap belt?
The previous owner must have been shaped differnt from me, but even so, it seems like the belt was placed too far back, so that it would pull my pelvis back towards the inadequate seat back. I am building a higher seat back (5-6") but I still don't think I want to be pulled backwards, away from the bulkhead. I am also concerned about the possibility of my weenie getting smushed.
My inclination is to position the belt so that it sits pretty much perpendicular to my thighs, right at the very tops of my thighs, so that I am being pushed straight down into the pedestal.
I know some of this is personal preference, but what have you all tried? Also, I could use a clue about hip pad positioning.
