The festival site will be Greenhouse Park in Tire Hill (near Johnstown), PA. Greenhouse Park is to be home of the proposed Stonycreek Whitewater Park.
The plans for this event includes show casing the river and paddlers to potential backers of a white water park at the Fest location. It also includes live music, fun, and paddling for just about every level - with numerous rivers / creeks (class I thru V) within 20 minutes of the festival site.

Fest and Armada...
Hey Crash
Johnstown is off of Rt219 that flows south from I86 and North of the PA Turnpike by an hour. Yahoo estimates the drive at under 5 hours.
As of right now there is actually a planned pilot release from the Dam over the weekend so its important to get boaters there!
Right now my plan is to hit the NBofP for the Armada (meet up with other C1ers) on Sat. then head to the Stoney on Sun to enjoy that flow. http://www.benscreekcanoeclub.com/Rendezvous.htm Some of the creeks are noted on the site.
I know I can't paddle on Monday - sorry working to pay those bills! But maybe some one else can!
If need be I have a map of the area with shuttles, put ins and take outs marked. Let me know interest and address and I can email it to you.
If you can't make it that weekend well I paddle it upon occassion so let me know your interest level and maybe we can set up another date!
PS I think we talked on the Lower Yough last year if memory serves me right!
