A question about the Tennessee Canoe Thingy?

So the dates are March 9-18. Does that mean arrive on the 8th ready to paddle on the 9th or gathering up the 9th to begin whatever whenever? And what is the address of the meeting hall so directions can be had from MapQuest please.
