No, nothing like it.

Best bet is to try regional searches or contact local clubs. We rely on ad hoc web resources that are put together as volunteer efforts by paddling clubs or guidebook writers etc., which may or may not be kept up to date.

Canada Water Survey has some on-line hydrometric data that will give you water levels if you know what you're looking for, but nothing specific to paddling.

Here in Québec we have http://www.myosis.ca/tableau.htm naturally all in french... don't be afraid to ask me if you need help with translation...

Popular board is http://www.boatwerks.net/ , you'll find pretty much everything here just by asking even though recently lots of animosity towards canoes has been posted ???

What exactly are you looking for. There are some excellent regional sites for Alberta or BC.If flows are what your after just google river flows in either province.Kayakwest is a good resource for river info in Alberta or BC also British Columbia White Water. Many others just depends on what your after but no Canadian Whitewater as in the US.
