I haven't done the flatwater section, but I paddle at Weldon a bunch. From March through the middle of June, flows are regulated for the striped bass. Stripers drive folks crazy down here. Expect a LOT of motor-boat traffic, day and night. A lot of these folks are courteous, others really want to see you swim.
The 'target flows' are not always practical. Some years are low, some are high. We've had a wet winter, so I expect flows to be on the high side if not exceeding the upper limit. Click "Fish Spawning Operation":

Flows are ALWAYS subject to very large (2,000 to 20,000cfs) changes without notice. The farther down-stream you are, the less you'll notice the changes.
If you're going to be on the Roanoke in the spring, bring your fishing gear. The shad will run first, followed by the stripers. Be VERY aware of the regulations on gear (single barb-less hook, etc), the slot (size) & daily limits. Game wardens work under-cover & are very strict. If you get the chance, watch the electro-fishing. They usually advise us to get out of the water when they shock it.
