I've been searching on and off for a couple of years. Dale described it as a "mil-spec pin and ring quick release mechanism" or something very like that. There are two retangular metal rings, one slightly larger than the other and the plastic "pin". I have yet to find the pin online or in person... The rest is just stitching and webbing...
I could see something like this being useful in rigging, parachuting, diving, load management, etc... so I'm sure there are others out there. It may just be a matter of guesing the right terms for the parts.
The shoulder straps on a military rucksack (backpack, alice pack) has the same type of buckle. here is what the military ones look like. this link has some nice close ups of the buckle.
I have several ocmpanies bookmarked that sell this hardware. My problem will be finding a pack cloth/webbing wholesaler that has all the right stiffness values forthe webbing etc.

In 1981 the new Belt, Individual Equipment, LC-2 is introduced with the green plastic quick-release buckle and is assigned the National Stock Number 8465-01-120-0674 [medium] and 8465-01-120-0675 [large].
The straps release with little effort and are really easy to find should you be pinned underwater and need to get out fast. The design makes sure that the plastic fork piece can slide since the metal loops are taking almost all of the stress load. I htought I had downloaded photos of the straps, but I don't see them here. I'll try to find that lonely photo in the "vault"
