Not all are applicable and some items are not covered as in depth as I think Scouting would want but its a good check point. ACA can sometimes also provide materials.
If there is a local club that has an instructor or program they might be willing to show up for you.
Also check with you're local state water enforcement officer for materials and the Coast Guard (sometimes you get lucky and the contact is a ww paddler and even shows up to help out - other times... oh well).
As you already know with scouting its all about risk control (aka liability) and that.. at times.. gets in the way of actually getting the effort done.
Have fun, make it fun and be safe! Yours in Scouting...

Big O I'd love to know how you get the permissions to pull off your trips!Scouts !! Canoeing ! Ha, What a ridiculous idea .............
Our district is okay with flatwater but reference whitewater and there are suddenly all types of road blocks, forms, committees, etc.....
Mostly because its outside the comfort zone of most leaders (skill & risk wise). But go for it and keep us posted.....
PS: Maybe I need to toss a couple boats on the vehicle and exectue a road trip with some boys along to see how you folks pull it off!

My friends and I ran a program out of Camp Shenando in Virginia this summer where we took scouts down the upper New for five days teaching then basic whitewater skills in canoes and kayaks. We did two tips of about 20 scouts each. We put in at Meadow Creek and ran to Cunard were they switched into guided rafts and did the gorge. We had a professional photographer with us for the second trip but I think all the photos he took went to Boy's Life, should be a big article about it the beginning of the year. There may be some private photos out there (I don't have a camera) that I can find for you. We had a video crew with us for a few days as well but all that went to the new summit to advertise the whitewater aspect. They have had a few clips of us on the summit facebook page, one of a service project we did removing tires from the river is on there I think.
Big O I'd love to know how you get the permissions to pull off your trips!
Just not an issue, starts with "Qualified supervision" & ends with "Discipline". Bet you can fill in the others. The Lost Tribe is usually civillian outings, a result of their training. If the district won't go for whitewater, do it on the unit level.

If you want pictures of Boy Scouts, check with Everett Holle with Troop 96??? in the Rocky Ridge area.
I remember help setting a Z-drag to pull Boy Scouts out of that pile of foam on the left on Moccasin Gap on the Coosa.
We did take Boy Scouts to the Hiwassee for tubing. The younguns froze their butts off and I had to pull them into the Dagger Legend so they could thaw out.
There were some Boy Scouts [but not a scout trip] at the CCC Week of Rivers. Their schedule was winter in the pools and lakes in Houston. Sunday was the Tuckaseegee; Tuesday was the Nantahala from Ferebee on down; Wednesday was the Chattooga from High Falls to Woodall Shoals. There ought to be a law

Nice on the summer trip and the New. I'll keep an eye open for that.
As for the Lost Tribe I figured they were a shade off the reservation. Have some experience there ourself.... have to re-think the process since my concern isn't the boys as much as it is the adults. I have a couple boys that have the skills and can teach and the other boys will listen..... adults however....those folks are a challenge!!! Hey I resemble that remark!!!

"High Adventure" Will open doors. Luckily our Council and district have been involved in whitewater for some time.
Here is a link to our council site:

No you do NOT have to go before committees or anyone, as long as you have the required training for the activity. Now since you are the RT Comish. I would suggest you do a high adventure training one month and use us (upper Cumberland Dist.) our council and others as examples. I believe it would be safe to say that Canoe School in our district is THE most anticipated district event each year.
Brett, chime in here on the training aspect. I forget. I do know that we(our district canoe school instructors) go to the required Council level training every 2 years.
You are right also about the adults being the hardest part. Usually we'll get 4 or 8 new adults to training every year and out of those we'll get 2 or 3 that want to learn more and be trip leaders etc.
Be sure and let us know if you have any more questions you need awnsered. We'll be glad to help.

Have a great day, Ken
I've always found it more effective to sell the ACA certification. It limits the number of participants to 6 per qualified leader, but it takes all liability off the scouts if the ACA and the instructor are responsible for the outcome of the trip. You just have to use the ACA waivers then.
