We've dealt with this issue by aqua-sealing latex cuffs onto industrial rubber gloves. They're tougher than latex. You can add whatever fleece gloves inside as you wish for warmth. They look a little ungainly for paddling, but for things like rope handling or working in the water they'd be the bomb.
