anybody located in the Green Bay area?

I just moved to Sturgeon Bay from Northern Ca and I'm getting things squared away to the point where I might be able to sneak out and do some boating here soon.
The Wolf River seems to be the closest option with sufficient water in it. Is there a regular crew out on the Wolf every weekend if I just show up? Do I need a permit from the tribe to be on the river?
and in a perfect world there would be somebody in Green Bay who wants to carpool/show the new guy around. (I haz 2x wide Yakima racks

also, does anybody know if the slalom park in Wausau is boatable?
