I'm looking at buying a used pyranha s6f conversion, on which the current owner has drilled holes in the bottom of the hull to bolt on the thigh straps. I'm more than likely going to want to remove them, but I can't seem to find any info on patching holes in PE. Would I have to get it welded, or would a vinyl mastic work? Any input would be appreciated.

Your best bet is to plastic weld the holes. I have some similar extra holes in a Redline I've been meaning to re-outfit. I think I've decided that my best bet is just leaving in the extra bolts.
It may not have been my choice to place bolts there, but "if it ain't broke, don't fix it", and "the Devil you know..."
If we try to plug the holes, we're more likely to end up with a leaky hull at a bad time.
